Ministerial Orders
The Education and Training Reform Act 2006 (ETRA 2006) is a Victorian law that governs education and training in the state. It outlines the framework for compulsory education, the regulation of schools (both government and non-government), vocational education and training, and the teaching profession.

Under the Education and Training Reform Act 2006 (ETRA 2006), the Minister for Education has the power to make Ministerial Orders. These orders relate to various aspects of the education and training sector in Victoria, including the employment of teaching service and school council employees, as well as the government early learning centre (Government ELC) workforce.
Minister Order 1388 outlines employment conditions, salaries, allowances, selection and conduct for teaching services employees.
